******* MONTHLY BOARD MEETINGS / GENERAL MEETINGS
FLHOA monthly Board Meetings are held on the first Wednesday of each month at 7:30 P.M. at our community center on the corner of Volunteer Road and Stirling Road.
General homeowner meetings are usually held sometime in May and November. Please look for signs posted at each Falcon’s Lea entrance for exact date and time. All homeowners are encouraged to attend.

******* ESTOPPEL LETTERS
Some of our residents have chosen, for varying reasons, to move away from our wonderful community and you all will be missed. In order to complete the sale of your home, your closing agent is going to require that an estoppel letter be provided by the Association which includes information about your account with our community. Some of the required information we provide is regarding your current Homeowner Assessment status. Please have your agent contact our property manager, EPM, at 954-969-1330, or admin@exclusivepm.net. You will not be able to close on your home unless this letter is completed.
Finally, we wish all the best to any of our residents who are planning to move away from us.
******* GARBAGE AND BULK TRASH PICKUP
Garbage Pickup is Monday and Thursday every week. Recyclable trash is picked up on Thursday every week. All garbage must be in the cans provided by the Town of Davie . The only day there is no garbage pickup is on Christmas Day. If Christmas falls on a Monday or a Thursday, then pickup will be the following normal pick-up day.
Bulk waste collection is scheduled one Monday a month. Per FLHOA Covenants, please do not put your bulk trash out any earlier than the day before scheduled pickup.

******* PARKING
Please be considerate of your neighbors by not parking across the sidewalks. Because we have such a nice and safe neighborhood, many residents walk or jog and many children play on the sidewalks. It is a safety hazard for children to walk or ride their bikes out in the street to go around vehicles. It is also a violation of the law.
Also, if you have a party with many cars parked on the street, please ask your guests to make sure there is room for an emergency vehicle to pass through.
******* COMMERCIAL VEHICLES
Per FLHOA covenants, all trucks and commercial vehicles are required to be parked in a garage and are not permitted to be parked or stored any other place on any lot.
******* NEIGHBORHOOD SPEED LIMIT
As a reminder to everyone in Falcon’s Lea, the speed limit is 30mph. We have many children playing in our neighborhood. Please stay within the speed limit.
******* PROCEDURE FOR TREE REMOVAL AND REPLACEMENT
l. Submit an email or letter stating your plans to remove your tree to the FLHOA Engineering Committee for approval.
2. Submit an email or letter stating your plans to remove your tree to the Town of Davie , Code Enforcement Division to get their approval for removing and replanting a tree. Include the plans you submitted to FLHOA as they will require approval from the homeowners association.
3. Get approval from FLHOA and Town of Davie .
4. Remove tree and replant the new approved tree.
Please make sure that you are not planting a “nuisance” tree. If you have any questions about a particular tree, contact the Broward County Agriculture Department. For a list of native Florida plants, check out the University of Florida IFAS Extension at http://edis.ifas.ufl.edu/EP011.
******* ENFORCEMENT OF COVENANTS
It is the responsibility of the FLHOA Board of Directors to enforce the "Declaration of Covenants of Falcon's Lea Subdivision." Among other things, the covenants define requirements related to the maintenance, architecture and usage of homes/lots. By buying in Falcon's Lea, each and every homeowner is bound by the requirements outlined in the Declaration of Covenants. Active enforcement of the covenants assures us all that our property will continue to increase in value. As stated directly in the document, the purpose of the Declaration of Covenants is the following:
PURPOSE
Declarant owns fee simple title to the Property. ..By this Declaration Declarant desires to:
(i) promote the health and safety of Lot Owners...
(ii) provide for the preservation of the values and amenities to be constructed on the Lots and. ..
( iii) provide for the proper maintenance of the Lots. .."
The decision for stricter enforcement came from a majority vote of the homeowners present at the November 11th, 2001 General Homeowners Meeting, held at the Ivanhoe Community Center . If we want to ensure the value of our homes in the coming years, we must take the necessary steps to preserve property values. As developments age, and more upkeep is required, there is a natural tendency for homes to appear dull and aged, unless there are covenants that are enforced, thus keeping a neighborhood neat, attractive, and desirable to live in.
The following are some of the most common, but not all of the covenants that will be enforced:
--Roofs that are dirty, and in need of repair and/or painting.
--Homes that need to be pressure-cleaned & painted.
--Lawns that are overgrown, weeds, trees and shrubs that need trimming.
--Trash/Garbage/Junk visible on the property. Garbage cans and recycling bins are visible from the street.
--Commercial Vehicles parked in driveways.
--RV's/Motor homes/Campers- parked in drive-ways and on lots.
--Boats or watercraft parked in front of property- items must be parked on side of home behind a fence and not visible from the street.
--Fences in need of repair.
Please take note of these common violations and take measures to correct them as soon as possible. A notice will be mailed from CodeX to the resident, identifying the vioIation(s) in question, the time frame allowed for the correction, and the section and paragraph of the violation as it corresponds to the Declaration of Covenants. If the violation is not corrected within the specified time period, appropriate legal action will be taken for non-compliance..
Covenant Enforcement applies to each and every homeowner. It is understood that in the course of a Homeowner’s busy life, some violations may occasionally be overlooked or put on the back burner. In fact, many homeowners may not even be aware that they are breaking a covenant. Many of us only need a gentle reminder that we must ALL do our part to protect the resale value for ALL homeowners. It is our goal to keep our neighborhood one of which we can all be proud. All matters will be governed by the By-Laws, Declaration of Covenants and Florida Statutes regarding Homeowners associations. ******* LAWN CARE TIPS
The University of Florida offers these tips and guidelines for a healthy, green, and vigorous lawn. Please do the following and also pay attention to the things you should not do:
Mowing:
Most people (including lawn services), mow their lawns too short. This practice is known as
"scalping." Don't scalp your lawn. If you do, you will promote weed growth and weaken your lawn
thereby making it susceptible to disease and insect attack. In our community, the lots were initially sodded
with Floratam -a cultivar of St. Augustine. Floratam should be mowed when it reaches a height of about
4 inches -never remove more than 1/3 of blade length. For most lawn mowers, this translates into setting
the cutting height at the highest level.
Additional mowing tips:
.Sharpen the mower blade at least once a year. A dull blade causes the blades of grass to have a ragged appearance. The ragged cut promotes disease-
.Do not rake or bag clippings. Leave them on the lawn to recycle nutrients. Clippings do not contribute to "thatch." If the clippings are too thick or clumped -spread them around.
.It bears repeating -DO NOT SCALP.
Watering:
Ideally, you should water your lawn on an " as -needed basis. " A Floratam lawn needs watering when the leaf blades begin to fold lengthwise and the blades take on a blue-gray tint. Another sign is that footprints on the lawn remain long after they were made. During the rainy season, you may not have to water at all. During the drier times of the year, however, a lawn requires irrigation -if you want it green. Floratam lawns, when needed, should be watered with 3/4 of an inch of water; To determine the proper length of time to run your sprinklers, place containers around the lawn and note how much time it takes for the containers to contain 3/4 of an inch of water. The lawn should be watered in the morning, before sunrise. Too much water will promote disease and weaken your lawn's root system.
Fertilizing:
This can be complicated. Ideally, the soil should be tested to determine both the type and amount of fertilizer to apply. Short of testing, U of F recommends the following for basic maintenance. Do not use high nitrogen fertilizers (i.e., those with a nitrogen content above 16 percent).
March:
Use a 16-4-8 fertilizer that includes micronutrients. That's 16 percent nitrogen, 4 percent phosphorous, and 8 percent potassium (potash).
May:
Apply lIb. of slow release nitrogen per 1000 square feet. Milorganite may be used. Note: a little math must be used to apply the correct amount.
August:
Apply iron (Fe), in a foliar application, at the rate of2 oz. in 3-5 gallons of water per 1000 square feet.
November:
Apply a complete fertilizer (16-4-8).
Be aware that even though you follow these guidelines, you may still have to contend with disease, insect, or weed problems. Also, be mindful of the fact that Floratam does not do well in shade. If you have a shady yard, you may want to consider using another St. Augustine cultivar such as Palmetto. But, unlike Floratam, Palmetto is not Chinch bug resistant.

Well, 511 is here and available to residents in the Miami-Dade, Broward and West Palm Beach areas for free. 511 provides real-time traffic, road conditions and traffic updates. It also tells the status of an incident and lets you know when roads are clear or what alternate routes you can take. The official debut of 511 was in July of 2002.


PAINTING OR EXTERIOR CHANGES
Per FLHOA covenants, please submit to the Board of Directors for approval any changes to the exterior of your house, including paint and roof color. Prior to painting or changing roof color, samples of paint and roof colors can be submitted to FLHOA , 4839 S.W. 148 Ave, Suite 211 , Davie , FL 33330 .
The Town of Davie requires HOA approval before they will issue permits. To obtain FLHOA approval, please submit architectural plans for the changes you are requesting to FLHOA , 4839 S.W. 148 Ave, Suite 211 , Davie , FL 33330 .

WATER RESTRICTIONS REMAIN IN EFFECT:
Q: What is the landscape watering schedule in Broward, Collier, Glades, Hendry, Lee, Martin, Miami-Dade, Monroe, Okeechobee, Osceola, Palm Beach and St. Lucie counties, and in the Reedy Creek Improvement District within Orange County?
A: Lawn irrigation for all property sizes is allowed TWO days a week on this schedule:
Residents and businesses with ODD numbered street addresses (ending in 1, 3, 5, 7, 9) - may water lawns and landscapes on WEDNESDAYS and SATURDAYS from 12 a.m. to 10 a.m. and/or from 4 p.m. to 11:59 p.m.
Residents and businesses with an with EVEN numbered street addresses (ending in 0, 2, 4, 6, 8*), no street address or irrigate both even and odd address within the same zones, including multi-family units and homeowner associations, may water lawns and landscapes on THURSDAYS and SUNDAYS from 12 a.m. to 10 a.m. and/or from 4 p.m. to 11:59 p.m.
For the most efficient use of water, residents should AVOID irrigating during both time periods on the same day.
The SFWMD recommends the efficient use of water, which includes placing a maximum of about three-quarters of an inch to an inch of water once per week on lawns and accomplishing irrigation during the early morning hours when temperatures and wind speed are the lowest to reduce evaporation losses.
Hand-watering with one hose fitted with an automatic shut-off nozzle is allowed for 10 minutes per day for landscape stress relief and to prevent plant die-off.
Low-volume irrigation, including the use of drip and microjet systems that apply water directly to plant root zones, is not restricted but should be voluntarily reduced.
Additional watering days and times are allocated for the establishment of new lawns and landscapes
No restrictions apply to other outside water uses, such as for car and boat washing, pressure cleaning of paved surfaces, decorative fountains and water-based recreation (e.g. swimming pools, water slides).

2010-2011 BUDGET AND ASSESSMENT INFORMATION
The Falcon’s Lea Board of Directors is pleased to announce that the perimeter wall surrounding our community will be repaired and re-painted this fiscal year. The border on the wall will also be completely re-done. This project is reflected in the 2010-2011 budget. The 2010-2011 Falcon’s Lea Homeowner’s Association assessments will be $250.00 due on August 9, 2010. A late fee of $25 will be imposed for payments not received by August 9, 2010. Payment envelopes not postmarked by August 9, 2010 will be deemed late and the $25 late fee will be imposed. Returned checks will also result in the imposition of the $25 late fee. Each Homeowner should have received a coupon with an envelope to mail their payments.
